With my fifteen years of service under Government, and the varied experience gained in the different posts I have filled from time to time, I consider my position in this service.
In the Medical Department, as a junior member of the Sanitary Department and the Port Medical Officers, the next senior officer to the Principal Civil Medical Officer has only eight years service, two years junior, although both qualification and length of service give me a record of about seven years, and the seniority date of qualification went before him.
I should take precedence next to the P.C.M.O.

3. Under these circumstances, I ask that the Right Honorable the Secretary of State will be pleased to allow my service in Trinidad to count for seniority and increment of pay.
I naturally concluded that the post offered would be of ultimate benefit, especially having consideration to every length of service. This has not been the case.
